Display is incorrect when you resize a window in Windows 8 or Windows Server 2012

Symptoms

Assume that you use a geographic mapping application in Windows 8 or Windows Server 2012. When you resize a child window of the application, the window is not displayed correctly. Therefore, you cannot use the application.
