Notifications freeze in the notification area of Windows 8 or Windows Server 2012

Symptoms

On a Windows 8-based or a Windows Server 2012-based computer, a notification from the notification area can freeze if the mouse pointer moves across the notification in a certain way.

Note When this issue occurs, both the option and close buttons on the notification become disabled, and the notification does not respond to mouse clicks.
