Windows 8 automatically connects a mobile device to a subscribed service

Symptoms

China Network Access License (NAL) Approval requires mobile devices to list all available network connections that are supported by the device, regardless of whether a device is subscribed to a connection service. However, Windows 8 currently automatically connects the device to the subscribed service without asking for the user's input.

Workaround

To work around this problem, an OEM can use the following APIs to create a desktop application that scans and lists all available network connections.
