Tracking protection list does not update as expected in Internet Explorer 10 in Windows 8 and Windows Server 2012

Symptoms

Consider the following scenario:
  • You use Internet Explorer 10 on a computer that is running Windows 8 or Windows Server 2012.
  • You install a tracking protection list on the local computer.
  • On the computer that is hosting the list, you add a new clause to the list.
  • The list expires on the local computer.
In this scenario, the tracking protection list does not update, and the old version of the list remains on the local computer. The expected behavior is that the list on the local computer should update to the version that contains the new clause.
