Exchange ActiveSync (EAS) Mailbox Policies are what the Exchange Administrator configures as a requirement for mobile devices connecting to Exchange using EAS.  Exchange Administrators can create mobile device mailbox policies to apply a common set of policies or security settings to a collection of users, not to be confused with Group Policy.

Group Policy is an infrastructure that allows you to implement specific configurations for users and computers distributed via an Enterprise membership, i.e. joining the domain and requires Active Directory, etc. Because Windows RT devices cannot be joined to a domain, Group Policy settings cannot be applied.
