Offline available shares do not transition back to fast link

Summary

When configuring a slow link policy to less or equal of 10ms the share will not transition back to fast once Offline Files transitioned it to offline (slow connection).

More Information

Imagine following scenario:

- You have share offline available (either made automatically or manually offline available or administratively assigned)
- You configure the "Slow-link mode" policy to transition shares offline (slow connection) with latencies bigger than 5ms
- The share transitions to slow connection because a latency of 10ms is detected
- The connection latency later improves to 1ms

In this scenario the share will not transition back to connected.

To avoid this scenario a latency bigger than 10ms should be selected.

When a latency bigger than 10ms is selected the  network latency must improve to the point of being less than 50% of the threshold to transition back online.
