Windows cannot be restored on a Windows RT-based, Windows 8-based or Windows Server 2012-based computer

Symptoms

Assume that you start Windows Recovery Environment (WinRE) from the Boot Options menu on a Windows RT-based, Windows 8-based, or Windows Server 2012-based computer. You use the "Refresh your PC" feature or the "Reset your PC" feature to restore Windows. In this situation, the restore process may fail. Then, the computer cannot start.

Cause

This issue occurs because the SYSTEM registry key in the offline image is corrupted.

Note Before Windows is restored, a check is performed on the recovery image to retrieve certain properties (such as version information). The information is retrieved by using Deployment Image Servicing and Management (DISM) APIs. The check fails when the corrupted registry keys cannot be retrieved successfully.

  • The files that apply to a specific product, milestone (RTM, SPn), and service branch (LDR, GDR) can be identified by examining the file version numbers as shown in the following table:

  • GDR service branches contain only those fixes that are widely released to address widespread, critical issues. LDR service branches contain hotfixes in addition to widely released fixes.
  • The MANIFEST files (.manifest) and the MUM files (.mum) that are installed for each environment are listed separately in the "Additional file information for Windows RT, Windows 8, and Windows Server 2012" section. MUM and MANIFEST files, and the associated security catalog (.cat) files, are extremely important to maintain the state of the updated components. The security catalog files, for which the attributes are not listed, are signed with a Microsoft digital signature.
