High CPU usage when you enable the High Precision Event Timer in the 32-bit version of Windows 7 SP1

Symptoms

Assume that you enable the High Precision Event Timer on a computer that is running 32-bit version of Windows 7 Service Pack 1 (SP1). In this situation, you experience high CPU usage on the computer.

Cause

This issue occurs because the timer counter has a data path width of 64 bits. Therefore, an inconsistent state of the counter is presented to the High Precision Event Timer handler on a 32-bit version of Windows 7 SP1.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing.
