XADM: Outlook Rules Do Not Work As Expected

Symptoms

If you are using a server that is running Exchange Server, you experience the following symptoms:
  • Some of your rules do not work as expected when you start Microsoft Outlook.
  • Your out-of-office (OOF) rule does not work as expected.
If you use the Microsoft Exchange Server Administrator program to set the MSExchangeIS/Private/Rules logging level to Maximum, the following event ID message is logged in the Application event log:
Event ID: 1040
Source: MSExchangeIS Private
Type: Error
Category: Rules
Description: The rule (RuleName) with sequence number 2 is being disabled due to errors encountered while applying the rule. The distinguished name of the owning mailbox is Admin Exchange 'ServerName'

Cause

This problem occurs if you install antivirus software that uses the new antivirus API (AVAPI) function that has been available since Exchange Server 5.5 Service Pack 3 (SP3). For example, this problem occurs if you use the following antivirus software:
  • ScanMail for Exchange Server 3.5, 3.51 or later
  • Norton AntiVirus Exchange Agent 2.0 or later

Resolution

A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem. This fix may receive additional testing. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next Exchange Server 5.5 service pack that contains this hotfix.
