FIX: Error message in the Enterprise Single Sign-On Migration utility when data is imported from a Host Account Cache database to an Enterprise Single Sign-On database

Symptoms

When the Enterprise Single Sign-On (SSO) Migration utility (Hisssomig.exe) is used in Microsoft Host Integration Server 2010 to import data to an Enterprise Single Sign-On (SSO) database from a Host Integration Server 2000 Host Account Cache database, the following error message is generated:

The import failed (The type initializer for "Microsoft.SSO.Migration.DecryptionHandler" threw an exception.)

Additionally, information that resembles the following may be logged in the log file that the SSO Migration utility creates:

*** Log started on  Date Time [ Time  Error] The import failed (The type initializer for 'Microsoft.SSO.Migration.DecryptionHandler' threw an exception.) *** Log closed on  Date Time 

Note This problem also occurs when data is imported to an Enterprise Single Sign-On database that is running on Host Integration Server 2006 or Host Integration Server 2009.

The error message that is mentioned in the "Symptoms" section may occur when data is exported from the Host Account Cache (HAC) database by using a command that resembles the following:
Hisssomig -import -input XML_file_name -key file_name -password password
Note In this command, <XML_file_name> represents the name of the file to which the exported data is written, <file_name> represents the name of the encryption key file that the Udbkey.exe utility created, and <password> represents the password that is specified when the Udbkey.exe utility is run.
