The Validate Multiple Arbitration test fails when you run the Failover Cluster Validation Wizard in Windows Server 2008 R2

Symptoms

Assume that you try to configure or test a Windows Server 2008 R2-based failover cluster by running the Failover Cluster Validation Wizard. The cluster has multiple nodes and is connected to many clustered disks. For example, the cluster is connected to 200 clustered disks. In this situation, the Validate Multiple Arbitration test fails. Additionally, an error message that resembles the following is logged in the validation report: 
More than one node successfully arbitrated for cluster disk disk number

Cause

This issue occurs because multiple nodes generate a duplicate pseudo-random key to arbitrate one or more connected clustered disks. The failover cluster generates a persistent reservation key for a disk by using the pseudo-random number that is returned by the Rand() function. However, the random number generator may generate the same key for disks on different nodes.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
