"Cannot join the meeting due to user permissions" error message when a user tries to join a meeting in Outlook 2013 in a Lync Server 2013 environment

Symptoms

Consider the following scenario:
  • Microsoft Lync Server 2013 servers in a Lync Server 2013 environment are not configured to use a period (.) as a decimal mark in the system locale.

    Note For example, the Lync Server 2013 servers are configured to use the Norwegian system locale in which a comma (,) is used as a decimal mark.
  • You receive a meeting request in Microsoft Outlook 2013 that was created in the Lync Server 2013 environment. 
  • In the Calendar view in Outlook 2013, you right-click the meeting request and then click the Join Lync Meeting item.
In this scenario, you receive the following error message:
Cannot join the meeting due to user permissions.

Cause

This issue occurs because Lync Server 2013 incorrectly parses the version field that the client for Lync Server 2013 sends.

Resolution

To resolve the issue, install the following cumulative update:
