Windows 8 App tiles may not show up correctly after first logon

Symptoms

Consider the following scenario:
  • You recently purchased a new PC with Windows 8 preinstalled on it.
  • After powering on the PC for the first time, you completed OOBE (Out of Box Experience) and created a new user account.
  • You logged on to the system using the newly created user account.

In this scenario, it is possible that you may only see four Windows 8 app tiles on the Windows 8 Start screen instead of an expected larger number. Rebooting Windows 8 does not resolve the issue.

Cause

The Windows 8 Start screen builds its initial tile layout on the first App Resolver scan when Explorer starts up for the first time. If anything prevents the App Resolver from successfully scanning or if a provisioned app fails to install correctly, this will trigger the policy logic and result in a defaul Start screen layout with only four tiles.

Resolution

To resolve this issue, manually create a new user account. The expected number of titles should then correctly appear on the Start screen after first logon.
