Configuring Updates stage stops at 15 percent completion when you try to install update 2770917 in Windows 8

Symptoms

Consider the following scenario:

The Nalpeiron Licensing Service is running on a computer that is running Windows 8.
You install update 2770917 by using Windows Update, and then the computer restarts.
The Configuring Updates stage starts.

In this scenario, the Configuring Updates stage stops at 15 percent completion, and then the changes that the update applied are reversed.

To resolve this issue, install update 2792476 , and then install update 2770917.

To work around this issue, disable the Nalpeiron Licensing Service, and then install update 2770917. To do this, follow these steps:

Swipe in from the right edge of the screen, and then tap Search. Or, if you are using a mouse, point to the lower-right corner of the screen, and then click Search.
Type services.msc, and then tap or click Services in the search results.
Tap or double-click Nalpeiron Licensing Service or NLS.
Tap or click Startup type, and then select Disabled.
Tap or click OK.
Restart the computer.
Install update 2770917 by using Windows Update again.
Restart the computer.
Repeat steps 1 through 3, and then change the startup type for the Nalpeiron Licensing Service or NLS to Automatic.
Tap or click OK, and then restart the computer.
