Outlook Protection rules expose all accepted domains even when the rules are not configured in an Exchange Server 2010 SP2 environment

Symptoms

Consider the following scenario:

You use Address Book policies to provide a multi-tenant service to users in a Microsoft Exchange Server 2010 Service Pack 2 (SP2) environment.
The users use Microsoft Outlook 2010 to access the Exchange servers.
Outlook 2010 requests information about the configured Outlook Protection rules so that Outlook can apply Information Rights Management (IRM) templates before it sends mail to the server. This behavior is included in the Protect Before Send feature in Exchange Server 2010.
Outlook stores this information in an XML file in the local profile. This file contains all the configured Outlook Protection rules.

In this scenario, the file also contains all the Accepted and Internal Relay SMTP domains that are configured on the server.

This issue occurs because the Exchange server returns all configured domains even if no Outlook Protection rules are configured.

To resolve this issue, make sure that you have no Outlook Protection rules configured, and then install the following update rollup:

2706690 Description of Update Rollup 4 for Exchange Server 2010 Service Pack 2

After you install the update, only the SMTP domain of the user who sends the request is stored in the XML file.
