Windows Update stops at 13 percent in Windows 8 or Windows Server 2012

Symptoms

Consider the following scenario:In this scenario, Windows Update stops at 13 percent during the "Configuring Windows Updates" step. After about 15 minutes, the system restarts automatically. Additionally, the updates is not installed and you receive the following error message:

Failure configuring Windows updates.

Cause

This issue occurs because the following registry key value is set during the installation:
Location: HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Setup\
Name: LogLevel
Type: REG_DWORD
Value: 0
