TCP packets sent from Windows Server 2008 R2 are retransmitted when SACK is disabled on the client computer

Consider the following scenario:

• You use a TCP connection to transfer data from a Windows Server 2008 R2-based computer to a client computer.
• The Selective Acknowledgements (SACK) feature on the client computer is disabled.
• The network latency between the two computers is high.

In this scenario, about half of the TCP packets are retransmitted.

This issue occurs because the retransmission time-out (RTO) value is not recalculated. When the SACK option is not validated and there is a large network delay in the environment, the packets are retransmitted frequently but the RTO value is not recalculated.

This hotfix extend the Netsh command to add following setting option:To resolve this issue, type following command and then press Enter. After you run this command, RTO recalculation is enforced without SACK validation.To return the setting to the default value, type following command and then press Enter.
