Event 14148 Occurs and Web Proxy Service Is Not Available

Symptoms

In Internet Security and Acceleration (ISA) Server, the Web Proxy service and Web-published sites are not available for outgoing browser requests. However, Secure NAT (S-NAT) clients may be able to access Web sites.

When you open the Monitoring node and view either the Alerts node or the Services node, you notice that the Web Proxy service has stopped. The following event is reported in the application event log:

Description:
Web Proxy service failed to bind its socket to IP Address port Port Number. This could be caused by another service that is already using the same port or by a network interface card that is not functional. The error code specified in the Data area of the event properties indicates the cause of the failure. For more information about this event, see ISA Server Help. Data:

Cause

This issue can occur if the Web Proxy service is unable to register itself to listen on the port that is specified. The Web Proxy service cannot listen on the port if the port is being used by another program, usually Internet Information Services (IIS) or another Web server.

Resolution

To resolve this issue, quit any program (other than ISA Server) that may be using the port, and then reconfigure the program to use another port. Alternatively, run the program on another server and use Web publishing or server publishing to make the program available on the external interface.
