Invalid Keyboard Access in Select Element with Hebrew/Arabic/Cyrillic Characters

Symptoms

If a drop-down list box (a SELECT element) in Internet Explorer contains items that start with Hebrew, Arabic, or Cyrillic characters, you cannot select those items directly by typing the first character in the item name on the keyboard. This problem occurs even if you have installed the matching keyboard language support and you have switched to this language in Internet Explorer. This problem can occur with any language that contains Unicode characters.

Note that this problem does not occur with Microsoft Windows 95, Microsoft Windows 98, or Microsoft Windows Millennium Edition (Me).
