"13808" error code when a VPN connection intermittently fails on a computer that is running Windows 7, Windows 8, Windows Server 2008 R2 or Windows Server 2012

Symptoms

Consider the following scenario:
  • You deploy a network address translation traversal (NAT-T) configuration in a network environment.
  • You set up an Internet Key Exchange version 2 (IKEv2) virtual private network (VPN) connection on a computer that is running one of the following operating systems:
    • Windows 7
    • Windows Server 2008 R2
    • Windows 8
    • Windows Server 2012
  • NAT-T is deployed on both the VPN client and the VPN server sides.
In this scenario, the VPN connection intermittently fails. Additionally, you receive the 13808 error code that indicates an "ERROR_IPSEC_IKE_SA_REAPED" issue. Therefore, you cannot resume the connection until the server restarts.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

To apply this hotfix, you must be running one of the following operating systems:
  • Windows 7 Service Pack 1 (SP1)
  • Windows Server 2008 R2 Service Pack 1 (SP1)
