You can only log on as "Other user" when the "Do not display last user name" Group Policy setting is enabled in Windows 8 or Windows Server 2012

Symptoms

Assume that you enable the Interactive logon: Do not display last user name Group Policy setting on a computer that is running Windows 8 or Windows Server 2012. In this situation, the only option on the logon screen is Other user. Therefore, you must type a user name and a password to log on to the computer.

Cause

This is the intended behavior of the Group Policy setting. When the setting is enabled, the name of the previous user who logged on to the computer is not displayed on the logon screen.�
