CBS error 0x800f0842 may be logged when setting up a Windows 7 image

Symptoms

When you install a Windows 7 edition other than Enterprise and Ultimate, after OOBE/Windows welcome you can only have one language pack installed. However, you can install multiple language packs into the installation package prior to deployment and OOBE, and have the user choose the language of their choice during setup.

When installing Windows 7 from such an image, the following error event may be logged to the system event log during setup.

In this scenario, operations that make system configuration changes such as Windows Update may fail, and Windows may fail to start.

Cause

This issue is caused by insufficient system resources during the language pack selection process in setup.

Resolution

Decrease the number of language packs included in the install image. The actual number of language packs possible depends on the hardware specs (CPU, RAM, HDD, etc.) of the machine Windows will be installed to.
