0x80070091 error when you drag and drop a folder in a WebDAV shared folder in Windows

Symptoms

Assume that you map a network drive from a computer that is running Windows 8, Windows Server 2012, Windows 7 Service Pack 1 (SP1), or Windows Server 2008 R2 SP1 to a Web Distributed Authoring and Versioning (WebDAV) shared folder. Then, you try to perform a drag-and-drop operation to replace a folder in the WebDAV shared folder. However, the operation fails. Additionally, you receive the following error message:
Error 0x80070091: The directory is not empty.

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing.
