"Unexpected error: The activation condition for workflow , is not valid" message when you create a purchase order in Microsoft Dynamics AX 2012

Symptoms

Consider the following scenario in Microsoft Dynamics AX 2012:

You have two or more purchase order workflows that use different conditions.
The Check sales tax groups setting is set to Error in the General ledger parameters dialog box.
You create a new purchase order.

In this situation, you receive the following error message:

Unexpected error: The activation condition for workflow , is not valid. Report this issue to the system administrator.

Additionally, you cannot correct and resubmit the purchase order.
