TTL values are different when you send two queries for the same SOA record in Windows Server 2008 R2

Symptoms

Consider the following scenario:
  • You have a Domain Name System (DNS) server that is running Windows Server 2008 R2.
  • You use the DNS plug-in feature to store the DNS records in a separate database.
  • You query the DNS server two times for the Start of Authority (SOA) resource record of a domain.
In this scenario, the two Time to Live (TTL) values are different.

Cause

This issue occurs because the second response that is created from the DNS server cache is not authoritative. When you send a query to a DNS server for the first time, the server checks the records in its own authoritative zone. If you use a DNS plug-in feature, the DNS server sends the query to the plug-in. The result from the plug-in is cached in the DNS server cache for a while. If you query for the same records again, the response is created from the DNS server cache instead.
