MMC stops responding when you disable or enable an ATA channel on a Windows Server 2008-based or Windows Server 2008 R2-based computer

Symptoms

Assume that you try to disable an ATA channel by using Device Manager on a Windows Server 2008-based or Windows Server 2008 R2-based computer. However, the associated Microsoft Management Console (MMC) stops responding, and the operation is not completed. Additionally, if you try to restart or shut down the computer, the computer does not shut down, and you receive the following Stop error message after 10 minutes:
Stop 0x0000009F
Note This issue also occurs when you use a command line tool (for example, Devcon.exe) to disable the ATA channel.

Cause

This issue occurs because of a race condition in the Ataport.sys driver. This behavior causes an incorrect reference count on an ATA channel extension when the channel extension is started.

Resolution

Hotfix information

Important This hotfix has been re-released to address an issue in which the digital signature on files produced and signed by Microsoft will expire prematurely, as described in Microsoft Security Advisory 2749655.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

If the hotfix is available for download, there is a "Hotfix download available" section at the top of this Knowledge Base article. If this section does not appear, contact Microsoft Customer Service and Support to obtain the hotfix.
