FIX: "Failed to enable constraints" error message when you try to remove a BizTalk application in the BizTalk Server 2010 Administration Console

Symptoms

When you try to remove a BizTalk application in the BizTalk Server Administration Console on a computer that is running Microsoft BizTalk Server 2010, you receive an error message that resembles the following:
ApplicationDeploymentException: Change requests failed for some resources.Inner exception: Microsoft.BizTalk.ApplicationDeployment.ResourceManagerException: Unable to process delete change request for BizTalk binding "". Import bindings (unbind) failed. ---> Microsoft.BizTalk.Deployment.Binding.BindingException: Failed to update binding information. ---> System.Data.ConstraintException: Failed to enable constraints. One or more rows contain values violating non-null, unique, or foreign-key constraints.

Note This issue typically occurs when there are duplicate business identities in EDI profiles of a BizTalk party. Business identities use the "Qualifier+Name" format. For example, assume that a BizTalk party has two profiles: one for EDI, and another one for EDIFACT. The two profiles include the same "ZZ+111111" identity.

Cause

The issue occurs because of a handled exception that occurs when the BizTalk Server Administration Console checks whether the Qualifier and Value pairs in the party aliases that are loaded into memory are unique. If there are duplicate values in the Qualifier field, a handled exception occurs.

Resolution

Cumulative update information

The hotfix that resolves this issue is included in cumulative update package 5 for BizTalk Server 2010.
