An empty Configuration Manager query based collection membership rule returns all systems

Consider the following scenario:

1. You are using System Center Configuration Manager 2007 (ConfigMgr 2007) and create a new collection.

2. A new query-based membership rule is selected but no further criteria defined.

This results in a default query statement of "Select * from SMS_R_System" being used which is the same query used as a membership rule for the All Systems collection.
