Iscsilog.dll is not included in the system state backup files on a Windows Server 2008 R2 SP1-based computer

Symptoms

Assume that you apply Windows Server 2008 R2 Service Pack 1 (SP1) on a Windows Server 2008 R2-based computer, and then you perform a system state backup. In this situation, iSCSI support files such as Iscsilog.dll are not included in the backup files that correspond to the Volume Shadow Copy Service (VSS) snapshot. Additionally, when you perform a system state backup by using third-party software, the backup operation fails because an incomplete VSS snapshot is detected.

This issue occurs because the VSS system writer does not enumerate the Iscsilog.dll file correctly.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. More Information

Windows Resource Protection (WRP) has protected iSCSI support files such as Iscsilog.dll since the release of Windows 2008 R2 SP1. By definition, all protected files should be included in the VSS System Writer. However, the iSCSI files are not included in the metadata of the VSS System Writer. Because of this behavior, the VSS System Writer does not enumerate the file, and the file is not captured when you perform a system state backup. Therefore you cannot perform a complete system state backup. Additionally, if you try to restore the system by using the incomplete backup, the system may enter an unbootable or unstable state. When the issue that is described in this article occurs, neither VSS nor other components report an error condition during backup or restoration.
