The Maximum Threads Per Package setting for distribution points does not work expectedly in certain situation in System Center Configuration Manager 2007 SP2

Symptoms

Consider the following scenario:
  • You install a Microsoft System Center Configuration Manager 2007 Service Pack 2 (SP2) site server on a computer that is running Windows Server 2008 R2.
  • You create four branch distribution points and four standard distribution points on the site server.
  • The branch distribution points have names that sort before the standard distribution points.
  • You set the Maximum Threads Per Package setting to 6 in the Configuration Manager Console.
  • You create a package that has the source file, and you deploy the package to all the distribution points.
In this scenario, the Distribution Manager is supposed to use the maximum threads to process the standard distribution points in parallel. However, you one thread is used for standard distribution points. The other standard distribution points do not start to work until one thread is available. 

Note Typically, this issue occurs when the following factors are true:
  • The number of branch distribution points in a site is larger than the number of standard distribution points in that same site. 
  • The Maximum Threads Per Package setting is set to a lower number than the total number of distribution points on the site. 
  • The branch distribution points have names that sort before the standard distribution points.

Resolution

To resolve this issue, install the following hotfix package on the System Center Configuration Manager 2007 SP2 site server.

To apply this hotfix, you must have Microsoft System Center Configuration Manager 2007 Service Pack 2 (SP2) installed.

If you close the Configuration Manager Administrator console before you install this hotfix, you do not have to restart the computer.

Workaround

To work around the issue, use one of the following methods:
  • Introduce a separate (secondary) site for the standard distribution points.
  • Change the naming of the standard distribution points and branch distribution points so that all standard distribution points sort before the branch distribution points on name.
  • Increase the Maximum Threads Per Package setting that is configured in the site to be equal to the total number of distribution points in the site.
