Network Device Enrollmet Service depends on Web Enrolment Service to Work

Symptoms

After you have selected to install only the Network Device Enrollment Servíce in Windows Server 2008 R2 no IIS virtual directories for requesting passwords or virtual directory certificate requests are created and Network Device Enrollment Service does not work.

Cause

Network Device Enrollment Service virtual directories are located under Web site CertEnroll and the CertEnroll Web site does not exists if Web Enroll Service not are installed.

As a result the virtual directories that Network Device Enrollment Service creates are not possible to access until the CertEnroll Web site has been created.

Resolution

Install Web Enrollment Service on the server you have installed Network Device Enrollment Service on.
