If you build a Visual Studio Installer project with Visual Studio 2010, the timestamps of the installed files are modified to the time that the installer is built.
Microsoft has confirmed that this is a bug in the Microsoft products that are listed at the beginning of this article.
The behavior is caused by a bug in the cabbing functionality of Visual Studio. When Visual Studio build and cab the output files of the installer, Visual Studio modifies the timestamp of all files to the time that the installer is built.
