SCW stops configuring services if it encounters an "Access denied" error in Windows 7, in Windows Vista, in Windows Server 2008 or in Windows Server 2008 R2

Symptoms

Assume that you use the Security Configuration Wizard (SCW) to configure services on a computer that is running one of the following operating systems:
  • Windows Vista
  • Windows Server 2008
  • Windows 7
  • Windows Server 2008 R2
However, if the SCW encounters an "Access denied" error when it configures a service, the SCW does not configure the remaining services.

When this issue occurs, the services are left in an inconsistent state.

Resolution

To resolve this issue, apply the following hotfix. After you apply this hotfix, the SCW opens the service by using the SERVICE_QUERY_CONFIG flag to query the configuration of the service. If any changes are required, the SCW tries to obtain write access to the service by using the SERVICE_CHANGE_CONFIG flag. If this operation fails because of an "Access denied" error, the SCW configures the remaining services. After the configuration is completed, the error is reported.

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

To apply this hotfix, you must be running one of the following operating systems:
