Symptoms

When you edit a text document such as an *.inc file with Microsoft FrontPage 2000, the Hyper Text Markup Language (HTML) <HEAD> tags are unexpectedly inserted into the document.

This behavior occurs even when Preserve existing HTML has been selected under Page Options.

Cause

This behavior is by design of FrontPage 2000: Some tags, such as <STYLE>, require the open and close <HEAD> tag so that the browser knows precisely how to apply the tags.
