FP2000: Cannot Open Service.lck When Converting a Folder into a Subweb

Symptoms

When you attempt to convert a folder in a web into a subweb, you receive the following error message:
Server error: Cannot open file "c:\server root\_vti_pvt\service.lck" for reading

Resolution

To resolve this behavior, follow these steps:
  1. Quit Microsoft FrontPage.
  2. Open Windows Explorer and navigate to the web's content location.
  3. Locate the Service.lck file, and then delete it.
  4. Start FrontPage and open the web.
  5. Right-click on the folder you want to convert into a subweb, and then click Convert to Web.
