The badPwdCount attribute is not reset to 0 on a Windows Server 2008 R2-based or Windows Server 2008-based PDC when the reset request is sent from an RODC

Symptoms

Consider the following scenario:
  • You have a domain that includes a primary domain controller (PDC) and a read-only domain controller (RODC).
  • The PDC and the RODC are running on Windows Server 2008 R2-based or Windows Server 2008-based computers.
  • You create a user account and configure the user account's password to be cached on the RODC.
  • You try to log on to the domain by using the user account and provide an incorrect password.
  • The logon request is sent to the RODC.
  • You try to log on to the domain again by using the same user account and provide the correct password.
In this scenario, the badPwdCount attribute is reset to 0 on the RODC. However, the badPwdCount attribute is not reset to 0 on the PDC. The expected behavior is that the badPwdCount attribute is reset to 0 on both the RODC and the PDC. Because of this issue, the user account will be locked incorrectly if the total amount of incorrect password attempts exceeds the value that is set in the Account Lockout Threshold Group Policy setting.

Note The incorrect password attempts can be not in succession.

Cause

This issue occurs because the Security Accounts Manager (SAM) server does not support badPwdCount attribute requests that come from an RODC.

Resolution

To resolve this issue, install this hotfix on the Windows Server 2008 R2 or Windows Server 2008 read/write domain controllers (RWDCs) in domains that contain RODCs.

Note You do not need to install this hotfix on the affected RODC.

Ideally, all servers in an organization can run the latest versions of Windows and take advantage of all the advanced features that are available. Realistically, an organization usually has domain controllers that are running different operating systems. In this kind of organization, an RODC may send badPwdCount attribute requests to a SAM server that is running Windows Server 2008 R2, Windows Server 2008, Windows Server 2003, or possibly an earlier operating system. Before you install this hotfix, a SAM server that is running one of these operating systems will reject the requests. After you install this hotfix, Windows Server 2008 R2-based and Windows Server 2008-based WDCs will no longer reject the requests, but domain controllers that are running an earlier operating system will still reject them. This issue will not be resolved on computers that are running Windows Server 2003 or earlier operating systems.

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

If you enable verbose netlogon.log logging on the problematic RODC, the following information is logged when this issue occurs:
