Cause

This issue may occur if a user's mailbox contains an e-mail message with a stripped or disassociated attachment, or if a user's mailbox contains a corrupted e-mail message. When you select one of these messages in the user's mailbox, you receive one of the following error messages:

Error message 1

Cannot open attachment

Error message 2

Access Denied
Note There may be more than one message of this sort, and they may appear in any folder, including the Deleted Items and Sent Items folders.

Attachments are most likely to be stripped from e-mail messages if a user runs the Isscan.exe utility or has antivirus software installed. If you run the ISINTEG /ATTACH command, this may fix the problem. However, if you still cannot move the mailbox, use the method described in the "Resolution" section of this article.

Note We do not recommend using the Isscan.exe utility. For information about viruses and antivirus software, contact your antivirus software vendor or visit the following Web sites:

Resolution

Any e-mail message that triggers the error messages described in the "Cause" section of this article must be deleted or otherwise removed from the mailbox before you (the administrator) move the mailbox. When you delete these messages from the Inbox, make sure that you press SHIFT+DELETE to permanently delete the messages. If you press only DELETE, the messages are sent to the Deleted Items folder, and the issue will continue to occur when you try to move the mailbox. If you do not use the SHIFT+DELETE method, make sure that you empty the Deleted Items folder before you try to move the mailbox again.

Note In some cases, the messages do not display the "Cannot open attachment" error message when the user selects them. Instead, they appear to be messages that contain attachments. However, when the user opens the message, there is no attachment. If this is the case, try to move the message to a public folder, or .pst file. This triggers an error message, which states that the e-mail message cannot be moved. If this is the case, follow the method described earlier in the "Resolution" section of this article to remove the corrupted message.
