Error “Unable to write one or more properties to the device. This device may be in use or disconnected.” when Changing the image resolution using a WSD Scanner

Symptoms

Consider the following scenario:

  1. You install a Web Services on Devices (WSD) scanner
  2. You start Microsoft Paint
  3. You click the drop down menu and click From Scanner or Camera
  4. You click the option to Adjust the quality of the scanned picture
  5. You change the resolution and click OK
In this scenario, you may receive the following error message, and the resolution will fail to change:
Unable to write one or more properties to the device. This device may be in use or disconnected.

Cause

Because Windows does not change horizontal and vertical resolutions at the same time, this issue can occur if the scanner does not support resolutions whose horizontal and vertical is not the same.

(Example: The scanner supports horizontal and vertical resolutions of 300x300, but does not support horizontal and vertical resolutions 300x400. When you try to change the resolution from 300x300 to 400x400, windows try to change 300x400 at first. This change fails and you cannot change the resolution.)
