An error occurs when you configure the Exchange, Exchweb, or Public virtual directories in an Exchange Server 2010 environment

Symptoms

Assume that you try to change the settings for the Exchange, Exchweb, or Public virtual directories in IIS Manager in a Microsoft Exchange Server 2010 environment. In this situation, you receive the following error message: 
There was an error while performing this operation.
Details:
File Name: \\?\drive:\Program Files\Microsoft\Exchange Server\V14\ClientAccess\OWA\web.config 
Line number: Line Number
Error: Configuration section not allowed to be set below application.

Cause

This issue occurs because the Exchange, Exchweb, and Public virtual directories in IIS Manager correspond to the Exchange 2000 Server and Exchange Server 2003 servers that were used before the upgrade to Exchange Server 2010.

Workaround

To work around this issue, change the settings for the OWA virtual directory in IIS Manager.
