Transport rule does not work in an Exchange Server 2010 environment if the rule uses the "when the sender's properties match text patterns" condition with the countryorregion property

Symptoms

Consider the following scenario:
  • You use the Exchange Management Console (EMC) to create a transport rule in a Microsoft Exchange Server 2010 environment.
  • The transport rule meets the following conditions:
    • The when the sender's properties match text patterns condition is used.
    • The countryorregion property is added.
    • An action is set.
  • You apply the transport rule.
In this scenario, the transport rule does not work.

Cause

This issue occurs because Exchange Rules Manager does not read the countryorregion property value that is set in the EMC.

When Exchange Rules Manager tries to reads the countryorregion value, it uses the c property value of the user. However, this property uses a format that differs from the format of the countryorregion property.

Workaround

To work around this issue, use the c property value to set the countryorregion property when you configure the transport rule in the EMC.
