When you use the Microsoft Exchange Mailbox Merge program (ExMerge.exe) to extract data from a mailbox that is used by a double-byte character set (DBCS) client, also known as an Extended Character Set (ECS) client, the data may not be correctly extracted to the personal folder file (.pst file).
User folders that have DBCS names may not be properly created in the .pst file. Message subjects also may not be displayed correctly.

This issue can occur if you run ExMerge version 3.71 or earlier on a computer that a non-DBCS version of the Microsoft Exchange Server Administrator program or Microsoft Outlook is installed on.
For example, if you install the English-language version of the Exchange Server Administrator program, and then use ExMerge to gain access to Japanese-language mailboxes, the symptoms listed earlier in this article occur.

To resolve this issue, use ExMerge 2000 or later. This version of ExMerge is available with Exchange 2000 Server.
ExMerge 2000 provides better support for DBCS language mailboxes.
For each mailbox that ExMerge 2000 processes, ExMerge 2000 automatically obtains the mailbox locale from the information store. ExMerge 2000 logs on to the information store by using this locale, and then the Exchange Server computer returns information to ExMerge exactly as Exchange Server would to a client in the mailbox owner's language. In other words, for a French-language mailbox, ExMerge 2000 acts as a French-language client and for a Japanese-language mailbox, ExMerge 2000 acts as a Japanese-language client. This eliminates the issues that may occur when you use earlier versions of ExMerge to import and export data to and from a mailbox that is not an English-language mailbox.
