This issue can occur because the ExMerge program version 3.71 and earlier logs on to mailboxes by using the language of the locally installed MAPI components (the Microsoft Exchange Server Administrator program, Microsoft Outlook, or Microsoft Exchange Client).
Therefore, if you run ExMerge on a computer on which the English-language version of the Exchange Server Administrator program is installed and ExMerge is the first "client" to log on to a mailbox, the default folders in the mailbox are created in English.
