PDP allows bandwidth update request when the bandwidth is unavailable in Lync Server 2010

Symptoms

Consider the following scenario:
  • The Call Admission Control (CAC) feature is enabled in a Microsoft Lync Server 2010 environment.
  • User A is located in central site A that has Policy Decision Point (PDP) A. User B is located in central site B that has PDP B.
  • There is split ownership of links between these PDPs.
  • User B makes a call to user A.
  • User B's client sends a CAC messages to PDP B in central site B. The CAC message traverses over several links that part of them are owned by PDP A.
  • User B's client sends a bandwidth update request to PDP B. The bandwidth cannot be accommodated by the links owned by PDP A.
In this scenario, PDP B allows the bandwidth update request that exceeds the bandwidth limit that is provisioned for links owned by PDP1. The issue leads to poor call quality.
