Consider the following scenario: 
            - The Call Admission Control (CAC) feature is enabled in a Microsoft Lync Server 2010 environment.
 - User A is located in central site A that has Policy Decision Point (PDP) A. User B is located in central site B that has PDP B.
 - There is split ownership of links between these PDPs.
 - User B makes a call to user A.
 - User B's client sends a CAC messages to PDP B in central site B. The CAC message traverses over several links that part of them are owned by PDP A.
 - User B's client sends a bandwidth update request to PDP B. The bandwidth cannot be accommodated by the links owned by PDP A.
