Unexpectedly slow startup or logon process in Windows Server 2008 R2 or in Windows 7

Symptoms

When you do one of the following on a computer that is running Windows Server 2008 R2 or Windows 7, the operation may take a long time to complete:

  • Start the computer
  • Log on to Windows
For example, the computer takes three or more minutes to start.

During the service startup, the Windows Management Instrumentation service was unable to locate the repository files. A new repository will be created based on the auto-recovery mechanism.

Cause

This issue occurs because the Windows Management Instrumentation (WMI) component unnecessarily performs a full validation of the WMI repository. A full validation of the WMI repository is a time-consuming operation.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

To apply this hotfix, you must be running one of the following operating systems:

  • Windows 7
  • Windows 7 Service Pack 1 (SP1)
  • Windows Server 2008 R2
  • Windows Server 2008 R2 Service Pack 1 (SP1)
