Changes to performance counters are not updated for at least 15 minutes when you use WMI to query performance counter values in Windows 7 or in Windows Server 2008 R2

Symptoms

Assume that you add or update some performance counters on a computer that is running Windows 7 or Windows Server 2008 R2. In this situation, changes to the performance counters are not updated for at least 15 minutes when you use Windows Management Instrumentation (WMI) to query performance counter values. When this issue occurs, you cannot query the expected updated values from the performance counters.

Cause

This issue occurs because the performance counter WMI provider keeps a cache which is refreshed every 15 minutes. If a query is issued within 15 minutes after some performance counters are updated, the refresh timer starts to count from 0 again. Therefore, changes to the performance counters may never be updated if a query is issued every "T" minutes and "T" is less than 15.

Resolution

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

To apply this hotfix, you must be running one of the following operating systems:

More Information

As a simple example, use Wbemtest.exe to run the following query:
select * from Meta_Class where __Class like 'win32_Perf%spooler%'

After you run the query, change the state of the spooler by using the following command at the command prompt:
net stop spooler

Then, immediately re-execute the previous query in Wbemtest.exe. The query results do not change before you apply this hotfix.
