Symptoms

When you create a Routing Group connector between two Exchange-based computers that are located in different routing groups, mail may not flow successfully across the Routing Group connector. Allowing more time for mail to flow does not resolve this issue. A user who sends mail may receive the following non-delivery report (NDR) message:
Unable to deliver the message due to a message transfer failure.
The following events may be logged in the application event log:
Event ID: 1002
Virtual Server x.y.z.k: RE Server accepted a connection attempt.

Event ID: 8197
Error initializing session for virtual machine (server). The error number is 0x8004011d. Make sure Microsoft Exchange Store is running.

Cause

This issue can occur if the Exchange Information Store service is not running.
