Creating a Restore Point in Windows Vista May Result in Prolonged High CPU Utilization

Symptoms

Consider the following scenario:

  • You have a computer that is running Windows Vista.
  • Windows has been installed on a hard disk partition that is 2 Terabytes or larger.
  • You manually create a Restore Point or perform another action such as install a service pack, new application or an update from Windows Update which may create a Restore Point.
In this scenario, you may notice the CPU utilization will become very high and the system seems to be hung and unresponsive. If you try to open “My Computer” during this time, you may not see any disk drives listed in the opened window. It can take five minutes or longer before the system returns to normal CPU utilization.

Cause

This issue occurs because the Microsoft Software Shadow Copy provider is being initialized.

Resolution

In order to resolve the issue you can either:
  1. Wait for the Software Shadow Copy provider to complete its action. At that time CPU utilization and system responsiveness should return to normal.
  2. Install Windows Vista to a hard disk partition that is less than 2 Terabytes in size.
