Choppy video playback when you play a high-definition video over a remote desktop connection in Windows 7 or in Windows Server 2008 R2

Symptoms

Consider the following scenario:

You have a computer that is running Windows 7 or Windows Server 2008 R2.
You install a hardware accelerator card to play high-definition media effectively on the computer.
You establish a remote desktop connection to a remote computer.
You play a high-definition video, for example a 1080p video, over the remote desktop connection.

In this scenario, the video playback is choppy. Additionally, CPU usage on the computer is high.

Notes

You can play the same video smoothly and the CPU usage is lower on the computer if you play it locally instead of over a remote desktop connection.
Video drivers, a heavy client or server workload, or third-party codecs can also affect the video streaming quality and cause choppy video playback.

Cause

This issue occurs because the remote desktop connection process (Mstsc.exe) does not use the hardware Media Foundation transforms to play high-definition videos over remote desktop connections.

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.
