Members of a security group cannot modify the security settings of a certificate template even if you delegate the full control permission to the group in Windows 7 or in Windows Server 2008 R2

Symptoms

Consider the following scenario:
  • You use the Certificate Template Console MMC snap-in to connect to a writable domain controller from a computer that is running Windows Server 2008 R2 or Windows 7.
  • You add a security group to a certificate template, and you delegate the full control permission to the group by using the Certificate Template Console MMC snap-in.
  • You log on to the computer by using a user account that is a member of the security group.
  • You try to modify the settings under the Security tab of the Properties dialog box of the certificate template.
In this scenario, you cannot modify the settings. Additionally, you receive an error message that resembles the following:
Windows cannot save changes to the certificate template. The security ID may not be assigned as the owner of this object.
Notes
  • The issue still occurs if you assign the security group to be the owner of the certificate template.
  • You can only modify the security settings of the certificate template successfully when all the following conditions are true:
    • You assign ownership of the certificate template to a user account.  
    • You log on to the computer by using the user account to modify the security settings of the certificate template.

Cause

The issue occurs because of an error in the Certcli.dll module that allows only the owners of the certificate templates to modify these security settings. These owners can only be user accounts, not security groups.

Note The expected behavior is that any user account can modify certificates after the user account is granted sufficient access permissions.

Resolution

After you install the hotfix, any user account that has the full control permission for a certificate template can edit its security settings.

Hotfix information

A supported hotfix is available from Microsoft. However, this hotfix is intended to correct only the problem that is described in this article. Apply this hotfix only to systems that are experiencing the problem described in this article. This hotfix might receive additional testing. Therefore, if you are not severely affected by this problem, we recommend that you wait for the next software update that contains this hotfix.

Prerequisites

To apply this hotfix, you must be running one of the following operating systems:
  • Windows 7
  • Windows 7 Service Pack 1 (SP1)
  • Windows Server 2008 R2
  • Windows Server 2008 R2 Service Pack 1 (SP1)
Additionally, you must have Remote Server Administration Tools (RSAT) installed in Windows 7.

More Information

If you try to change discretionary access control list (DACL) information and Owner Information in one step (by using the advanced dialog) before the hotfix is installed, you receive the error message about not being the owner, and the operation cannot be applied. If you perform the same operation after the hotfix is installed, you still receive the error message but the operation is partly successful. This means that the changes to DACL information are applied, but the changes to Owner information are not applied.
