Cause

This is a known issue with TPM firmware on Samsung 900x series.

Resolution

When using BitLocker USB start up keys or USB recovery keys, the user will have to perform a full shutdown and “cold boot” for USB enumeration to take place and for the Samsung 900x pre-boot firmware to recognize the USB key.
